Publication Procedures
At Elmer Press, we are committed to ensuring that the publication process is transparent, efficient, and conducted in accordance with the highest standards of scientific integrity and ethical publishing. The following outlines the step-by-step procedures for manuscript submission, peer review, editorial decision, and publication.
Manuscript
- Authors prepare manuscripts in accordance with the journal’s Instructions for Authors.
- Submissions are made online through the journal’s submission system.
- Upon receipt, each submission is assigned a unique manuscript ID for tracking.
- An initial technical check is performed to verify completeness (authorship details, ethical approval, funding disclosure, conflict of interest, formatting).
Initial Editorial Assessment
- The Editor-in-Chief or a designated Handling Editor evaluates whether the manuscript fits the journal’s scope and meets basic quality standards.
- Manuscripts that fail to meet these requirements may be returned to authors without external review.
- Eligible manuscripts proceed to peer review.
Peer Review Process
- Manuscripts undergo single-blind peer review (reviewers know the identity of authors).
- Typically, two or more independent experts evaluate the manuscript.
- Reviewers assess originality, methodology, significance, clarity, and ethical compliance.
- Review timelines are monitored to ensure a prompt decision process.
Editorial Decision
Based on reviewer reports and editorial judgment, one of the following decisions is made:
- Acceptance: The manuscript is accepted as it stands or with minor edits.
- Minor Revision: Authors are asked to make small changes before acceptance.
- Major Revision: Substantial changes are required; the revised version may be sent for re-review.
- Rejection: Manuscript is not suitable for publication.
- Authors receive detailed reviewer comments and guidance for revision, if applicable.
Revision and Resubmission
- Authors submit a revised manuscript along with a response letter addressing reviewers’ comments point by point.
- The editor verifies whether the revisions satisfactorily address all concerns.
- In cases of major revisions, the manuscript may undergo another round of peer review.
Acceptance and Production
Once accepted, manuscripts enter the production process:
- Copyediting for grammar, clarity, and adherence to style.
- Typesetting into final publication format (PDF, HTML, XML).
- Proofs are sent to authors for final corrections.
- Authors must approve proofs before publication.
Online First & Final Publication
- Articles are published online first with a DOI as soon as they are finalized.
- Articles then appear in the next scheduled issue of the journal.
- All content is published open access under the journal’s selected license, ensuring free and permanent availability.
Post-Publication Procedures
- Articles remain permanently accessible on the journal’s website.
- Corrections, errata, or retractions (if required) are issued in accordance with COPE guidelines.
- Authors are encouraged to promote their work via institutional repositories, social media, and scholarly networks.
Archiving and Indexing
- Published content is deposited in recognized archiving services (e.g., Portico, CLOCKSS, PubMed Central where applicable).
- Articles are indexed in major bibliographic databases for maximum visibility.

Publishing and Editorial Policy
Author Contributions
The authors are those who have made significant and substantial contributions to the manuscript, including conception, design, execution and interpretation of the findings being published, and drafting and revising the article. Those who have made other contributions to the work, such as laboratory supporting work, should be listed in the Acknowledgements. The guidelines in ICMJE clearly define the authorship, for more information on authorship guidelines, refer to the ICMJE guidelines.If changes to the author list are necessary after submission, the COPE guidelines should be followed. The corresponding author should contact the journal for any change of authorship.
Study Subjects
To ensure compliance with institutional and national animal welfare laws, guidelines, and policies, any animal experiments involving vertebrates or higher invertebrates must be clearly indicated in the Methods section of the manuscript. Similarly, for any clinical studies involving human participants, informed consent must have been obtained from each participant, and this should also be indicated in the Methods section of the manuscript. Furthermore, all clinical studies must adhere to the principles outlined in the Declaration of Helsinki, which can be found here.
Corrections, Retractions, and Editorial Expressions of Concern
Our journals follow COPE guidelines for issuing corrections, expressions of concern, or retractions where necessary, ensuring the integrity of the scholarly record.
If serious error or scientific misconduct occurs, the article will be retracted during any stage of publishing. If the paper with error has been published, and the error is minor without affecting the overall results and conclusions of the study, a correction statement will be published in the next available issue.
If errors were found in a published article, which affect scientific meaning of the report, the journal will publish Correction in print and online. The journal will take responsibility if errors were caused by the publishing staff during the editing and publishing process. If errors were caused by the authors, a Correction will be published with the authors paying the respective publishing charge (for rates, see journal site). Corrections will be published in the journal in the next earliest possible issue on numbered pages, the issue TOC should contain the Correction title, in the text, the changes being made should be clearly and fully described.
If serious error or scientific misconduct occurs, the article will be retracted during any stage of publishing, and post publication. If fraudulent behavior is suspected, a further investigation may be triggered, authors’ employers or governing bodies may be contacted for the investigation.
Article Publication Charge (APC)
Elmer Press Inc journals operate under an open access publishing model where the published articles are freely accessible to readers worldwide without any delay. However, authors are required to pay a publication fee (Article Publication Charge, APC) upon acceptance of their article to cover editorial work, online and print publishing, and other associated costs. This fee will be invoiced to the submitting or corresponding author. The exact amount of the publication fee varies by journal, and details can be found on the respective journal websites. APC waiver or discount are available for some journals, please contact the journal before you submit.

In our open-access journals, published articles are distributed under the terms of the Creative Commons Attribution-NonCommercial 4.0 International License (CC-BY-NC 4.0), which permits unrestricted non-commercial use, distribution, and the original work should be properly cited. The single most important criterion for acceptance is the originality of the work. However, a decision to accept a manuscript is not based solely on the scientific validity of its content. Other factors may affect decisions, such factors are, but not limited to, the extent and importance of new information in the paper compared with that in other papers being considered, the Journal’s need to represent a wide range of topics, and the overall suitability for the target journal.
When evaluating a manuscript for publication, the originality of the work remains the most critical criterion, yet acceptance is not determined solely by the scientific validity of the content. Editors also weigh the significance of the new information compared to other submissions, the journal’s objective to cover a diverse range of topics, and the overall suitability for the intended readership.
This holistic approach ensures that published articles contribute meaningful knowledge while maintaining balance across the journal’s scope. Individuals Responsible for the Scientific Quality of Publications
The main mechanisms for ensuring the scientific quality of published articles are peer-review, editorial scrutiny. To this end, the submitted articles are rigorously peer-reviewed to ensure to accept the high quality submissions, and the quality is controlled by the Editor(s)-in-Chief or section editors. The editorial board members and peer reviewers are all experts in their field from various countries and regions around the world. The published articles reflect the up-to-date research findings, with reliable results, objective and un-biased discussion of the results.
In the production stage, the copyediting, layout, proofreading, online and printing publication are all maintained in highest possible quality.
Peer-Review Processes and Policies
Peer Review Process
The peer-review process and editorial scrutiny are the main mechanisms for ensuring the quality of published articles. To this end, the submitted articles are rigorously peer-reviewed to ensure the high quality submissions are accepted and published; these published articles reflect the up-to-date research findings, with reliable and sound results, objective and unbiased discussion of the results. The journal’s editorial board consists of research scientists and medical specialists with rich research and publication experiences.
- Manuscript submitted via the journal online submission system, then a manuscript No. is assigned.
- Primary manuscript check by the editorial assistant against the submission Checklist, to check if components of manuscript are complete and conforming to the submission requirements, whether there is issue of duplicate submission, plagiarism, and other concerns. If manuscript does not meet the submission requirements, the manuscript will be returned to the authors for corrections and resubmission, or even rejected for ethical violation concerns.
- When the submitted manuscript is complete, it will be reviewed first by the Editor-in-Chief for novelty, scientific importance, and relevance to the journal’s general readership.
- If the manuscript is found lacking sufficient quality or the topic is not well within the journal scope, or is very poorly written, lack of suitable English language correctness and readability, without sufficient research creative novelty, or any other serious ethical issues, the manuscript will be rejected outright promptly without further consideration and review (a “desk reject”).
- Manuscript that passes the initial screening will be sent to and reviewed by peer reviewers.
- Each manuscript is reviewed by at least two external expert reviewers who will provide unbiased, critical and independent assessment of the submission; Reviewers are asked to complete the review within the assigned time (usually 2 weeks). The peer reviewers’ comments will be sent to the Editor-in-Chief, who will decide whether to accept with/without revision, or reject the submission. The corresponding/submitting author is notified of the editorial decision.
- Manuscripts which are returned to the authors for minor or major revisions should be resubmitted within assigned deadline. If necessary, the revised manuscripts are reassessed by the same reviewers to determine if the authors have satisfactorily addressed their criticisms and comments. Depending upon the reevaluation, the Editor-in-Chief will make the final decision.
- The above review process may be repeated (one or more times) if a manuscript revision (major or minor) is requested.
- The peer-review process is single blinded with the reviewers aware of whom the authors of the manuscript are, the authors do not know who the reviewers are.
- All manuscripts are treated by the editorial staff, editors and assigned reviewers as privileged and confidential information. Reviewers’ comments are not published. The reviewers’ identity remains anonymous. The manuscripts under review are not revealed to anyone other than the peer reviewers and editorial staff.
Reviewer Conflict of Interest
Conflict of interest (COI) self-assessment must be performed by members of the editorial team and external peer reviewers involved in the assessment of manuscripts. Common examples of COI include situations where there is financial gain, or when authors who are collaborating, directly competing, or are members of the same institution are reviewing each other’s work. To some extent, especially within highly subspecialized fields, some degree of conflict of interest may be difficult to avoid.
Editors and reviewers will be asked to provide a COI statement when reviewing articles addressing the following questions:
- Is there any financial gain that may result from your review of this work? (Yes or No)
- Currently or in the last 2 years, is there an existing relationship with any of the manuscript authors such as shared grant support, shared publications, or collaborative projects? (Yes or No)
- Currently or in the last 2 years, do you share institutional or other affiliations with any of the authors that may affect your judgement of this work? (Yes or No)
- Do you have (currently or in the past) a personal or family relationship
with any of the authors that may result in a conflict or a perceived
conflict of interest? (Yes or No)
If the answer to any of these statements is “Yes” the editor or reviewer should recuse themselves from the review of the manuscript and the article will be assigned to a different editor or reviewer.
Submissions from Members of the Editorial Board
Members of the editorial board are permitted to submit articles for consideration
by the journal. In order to minimize the possibility of COI, the managing editor
for the submission will be a member of the editorial board who is from a
different institution. The editor submitting the article will not be included in
editorial discussions, the peer review process, or decisions regarding the
manuscript. For purposes of the submission, they will receive the same treatment
as any other author who submits work to the journal.
Similarly, article
submissions from the editor in chief will be handled by a member of the
editorial board from a different institution, who will oversee the editorial
process and peer review. The editor in chief will not be permitted to
participate in the editorial process and final decision regarding the manuscript
will be made by the managing editor.
As above, determining the editorial team
members and peer reviewers who are best positioned to assess the manuscript,
will be guided by the above-mentioned COI self-assessment.

What to do in Cases Regarding Corrections and Retractions
Protocols, and procedures concerning Corrections and Retractions. In case of serious errors or scientific misconduct, the article may be retracted at any stage of the publishing process. If minor errors are found that do not affect the overall results or conclusions of the study, a correction statement will be published in the next available issue.
